For a Panamanian passport holder, even a brief Cuba visit deserves a complete document check. A return ticket confirms the route but does not issue the visa. If you are helping a group or you are only connecting in Panama on the way to Cuba, make sure the nationality entered belongs to the traveller’s passport rather than the departure airport.

Yes. Panamanian ordinary passport holders can request a Cuba tourist eVisa online. Select Panama only for a Panamanian travel passport, not simply because the flight departs from or connects in Panama.

This guide applies to the nationality of the passport used for travel. A Panamanian resident with a foreign passport should use the eligibility checker for that passport, rather than selecting Panama because it is their place of residence.
If completing forms for a group meeting at the same airport, check every traveller individually. A shared itinerary does not mean the group shares the same nationality or visa route.
A short stay still needs advance visa preparation
Do not leave the document steps to airport check-in just because the planned stay is short. Confirm whether a booking supplier is providing the visa and, if not, arrange the application with enough time for review.
Prepare the intended arrival and return itinerary for travel, although our current form does not request dates or ticket uploads. Keep the issued code and complete the arrival declaration at the appropriate time for the actual arrival.
Personal details and a different trip purpose
Read the passport number from the document itself and use its surnames and given names in their respective fields. A local identity-card number should not be entered instead of the requested passport number.
This application route is for tourism. If your journey involves work, an extended stay or circumstances requiring another visa category, contact the Cuban authorities about the suitable authorization before purchasing the tourist service.
A Panama departure is not the same as Panamanian nationality
A passenger connecting at a Panamanian airport may hold a Canadian, Colombian or another passport. That passenger should choose the guide for the actual passport nationality, not this page solely because the route passes through Panama. The Cuban application's nationality field describes the traveller's document rather than the airport used to reach Cuba.
For a Panamanian citizen, this guide is appropriate when the Panamanian passport supports the application. If you also hold another nationality, decide which passport is being used before entering the number. Check any connecting-country permissions independently; they are not included in the Cuban service price.
Example: one organiser prepares a Panamanian group trip
An organiser can help several travellers read the English form, but should work from each passport separately. Keep a passenger list with distinct application references, and verify that each email confirmation belongs to the right person. A group booking or a single shared inbox does not create a combined visa for everyone travelling.
Before sending any requests, ask the carrier or tour organiser whether a visa has already been arranged for some passengers. Resolve missing records individually.
